The downtown area covered 10 blocks and consisted of rows of nearly identical 18- and 20-story buildings. Beyond that was the residential area, where unsponsored participants lived in cramped high-rise rooms.
The arena area was to the north, and the service district, including the hospital, was to the south. Access to the city center was limited to two main routes: one from the north and one from the south.
