In the meantime, the new Secretary-General was anxiously anticipated by everyone in the City Bureau's office. In addition to his exceptional status, the individual was named Keller. Anyone with adequate experience in the field would understand what this meant. The office was filled with representatives from every department. As soon as the large man showed up, they could begin this meet-and-greet. Today, even the street leading up to the City Bureau had been cleanly cleaned. As they waited, everyone looked out the windows, but they could see no cars coming. The deputy mayor, Otis Buchanan, was patient, though. Instead, he occupied himself with replacing the tea bags in the thermos flask. Finally, an automobile pulled up. At a speed that was unusual for Lucas, however, it sped toward the City Bureau. When the driver bound out of the Peugeot, Otis was still confused. "Which of you is Mr. Buchanan?" he said anxiously, surveying the gathering. "Yes, I am. What's the matter, sir? Otis knew who he was. "Are you the bodyguard for Mr. Keller?" Despite being a bodyguard, the man had military experience. He was Lucas' confidante as well. Although he didn't appear the part, he had a strong posture and a steady walk. If he failed to identify Otis, it would be a shame for him. He had remained out of sight of the auxiliary cops by hiding among the crowd.
